Your birth cluster is sealed. No raids from established empires, no one scanning you for weakness. Sealed is not the same as safe — the first thing that comes for you is local.

A hub and its chartered annexes, sharing one economy. A world too harsh to live on is still a perfectly good mine.

A pirate hulk is already in your home system and it raids first. Beat its shields down, board it, and the base is yours.
